1. Apply Online
Visit taxcollector.com to complete the Online Parking Permit Application - or scan the QR code to access the application. The following are required for submission:
Permanent Parking Permit (up to 4 years)
- Form HSMV 83039, Application for Disabled Person Parking Permit, must be accurately filled out and signed by your physician before any original, renewal, or replacement permit can be issued
- Permanent Permit MUST be selected by your physician or other certifying authority on form HSMV 83039
- A current Florida Driver License or Florida Identification Card
Temporary Parking Permit (up to 6 months)
- Form HSMV 83039, Application for Disabled Person Parking Permit must be accurately filled out and signed by your physician before an original permit can be issued
- Temporary Permit MUST be selected and the authorized dates must be completed by your physician or other certifying authority on form HSMV 83039
- A current State issued driver license or ID card, or valid Passport
- $15.76 (permit fee + online processing fee*) paid for by credit card
*Our office does not retain any portion of the online processing fee.
2. Apply By Mail
Form HSMV 83039, Application for Disabled Person Parking Permit, must be accurately filled out and signed by your physician before any original, renewal, or replacement permit can be issued. Mail your completed form to:

If you are a Veteran who has been evaluated and certified with a service-connected total and permanent disability rating of 100%, when renewing or replacing your parking permit only, you may provide a United States of Veteran Affairs Summary of Benefits Letter, or its equivalent, issued within the last 12 months in lieu of the Parking Permit Application.
3. Visit the Manatee County Tag Agency (Extended Hours and Saturday Hours)
The Manatee County Tag Agency processes registration and title transactions for vehicles, boats, and mobile homes, as well as parking permits. This office does not offer driver license, hunting and fishing, or property tax services.
It offers extended hours (9 a.m. to 6 p.m., Monday - Friday) and Saturday hours (9 a.m. to 2 p.m.). Appointments are available, but not required. To schedule an appointment, visit www.autotagagency.net.
First Manatee South County Tag Agency is located in Southwood Shoppes at 5756 14th Street West, Bradenton, FL 34207. Their phone number is (941) 782-6050.

These offices accept cash, check, debit, and credit cards. A fee will be charged on all check transactions to guarantee funds and on all debit/credit card transactions as a processing fee. Additional processing fees apply. Please contact Manatee County Tag Agency for more information.
The Manatee County Tag Agency is a privately owned office operating under the authority granted by the Manatee County Tax Collector's Office.
4. Make an Appointment at Taxcollector.com
Appointments are REQUIRED for all transactions! Visit taxcollector.com to schedule an appointment for your parking permit. We only serve Manatee County residents and businesses. Limit 4 transactions per appointment. We have two convenient offices to serve you: Our West Manatee Branch, and our East Manatee Branch.
5. Acceptable Methods of Payment
Our office accepts cash, check, debit cards, and credit cards. A $2.50 processing fee for debit cards and a 2.5% processing fee (minimum of $2.50) for credit cards will apply. Our office does not retain any portion of this fee.
- No Fee...Permanent (Blue) Permit: Original, subsequent, renewal, and replacement
- $15.00... Original Temporary (Red) Permit
- No Fee... Second Original Temporary (Red) Permit (if obtained within 12 months of 1st original $15.00 issuance)
- $36.90...Wheelchair Symbol License Plate Replacement (if not renewing)
- $28.00 + renewal fee...Wheelchair Symbol License Plate Replacement (if renewing)
The Differences Between a Permanent and Temporary Parking Permit
An Original Permanent (blue) disabled person parking permit is issued to a qualifying individual or organization for a period of up to 4 years from the date of issuance.
- A second (subsequent) permanent permit may only be issued when a disabled person qualifies as a frequent traveler or as a quadriplegic. Additional parking permits are issued to organizations depending on the number of vehicles owned.
- The permit(s) will expire either on the applicant's birthday or June 30th (if issued to an organization). When renewed, a new application is required and the permit(s) will be valid for an additional 4-year period.
An Original Temporary (red) disabled parking permit is issued to a qualifying individual for a period not exceeding 6 months from the date of issuance. Only one temporary permit may be held at a time.
- Temporary permits cannot be renewed. However, if necessary, another original temporary permit may be issued after the first permit expires. And, if done within a 12-month period from the date the first original permit was issued, the second original permit may be issued at no fee.
How to Display a Parking Permit
Parking permits must be hung on the rear-view mirror of the vehicle when it is parked in a handicapped parking space. It is recommended that you remove the permit from the rear-view mirror when the vehicle is in use.
An Alternative Option to a Parking Permit
A wheelchair symbol license plate may be issued to a disabled person with permanent disabilities who has a vehicle in their name. To request a wheelchair symbol license plate, form HSMV 83007* must be properly completed and mailed (with the proper fee shown above) to:

How to Use a Parking Permit and/or Wheelchair Symbol License Plate
Parking permits and license plates with a wheelchair symbol are issued to the person designated on the registration and are not interchangeable between spouses or anyone else. (The disabled person's Florida driver license or ID card number is printed on the decal affixed to the parking permit to assist law enforcement.)
In order to park in a designated handicap parking space, the person that qualified for the permit/plate must be in the vehicle.
